If all the flights are clipped it can/will take a year and possibly two to replace them all because fight feathers are only replaced one or two at a time (for survival/safety reasons).

We speculate, that if she had secondary feathers, her feathers wont seem so itchy, so for 6-12 months after we have them all pulled out (only the secondaries), it'll give her feathers time to grow out and molt out of her primaries as well and get her used to having feathers again.
