WEST HARTFORD, Conn. (WFSB) - A business owner has been arrested after allegedly conducting a home improvement scam. A homeowner contacted police to report that they hired Abel Construction and Remodeling LLC, owned by 37-year-old Rick Labelle of Tolland, for a project that was never finished.
