The Republican-controlled U.S. House of Representatives will vote on legislation on Wednesday that pairs a must-pass spending bill with tighter voting rules, setting up an election year clash with the Democratic-majority Senate that risks a partial government shutdown.

Both Republicans and Democrats opposed the stopgap funding bill, which was tied to new rules requiring proof of U.S. citizenship to register to vote.

The House has rejected Speaker Mike Johnson's bill to temporarily fund the government. The legislation that failed Wednesday would have linked temporary government funding with a mandate that states require proof of citizenship when people register to vote.
