For the monument itself, as much or as little time as you want to spend. There's a marble staircase to a large patio viewing area, where youo can see for miles that they will enjoy. There is a main floor and a lower level. Probably, as the other reviewers have said, 20 minutes minimum. The grounds are more for adults, but the kids can be let loose a bit. Wade Chapel is a marvel, and if a docent is there, you'll get an interesting history that will bore the kids. There are really interesting people buried there. Not far from Garfield's Memorial, you'll find Alan Freed's granite jukebox headstone. Also there: John D Rockefeller, Ray Chapman (the only baseball player to die from being hit in the head by a pitch - there are aleays baseballs on his headstone), Eliot Ness, and a 9-11 memorial. It's a beautiful cemetery that doesn't need to be seen all at once.
