The Clifton Observatory & featured rooftop terrace are now available for private venue hire and weddings. Rooftop cafe open during the summer (weather permitting).

With a mobility scooter you would only be able to see the outside of the building.

If you check their website you will get full list of opening hours, etc. I think they only close Christmas Day and New Year but best to check. Enjoy your visit.
