I will say yes, it will be crowded on New Years eve, I have never been there on NYE but it is a very good place to see the celebratory events there, I would check with the city to see when the celebrations start and gauge it from that, you will need to get there early to get parking for sure.
Can you walk to Senate Square straight from any of the cruise piers? Is there a tourism center providing maps to get to Senate Square or nearby attractions from the pier?
