I guess that would depend on how long you want to stay at the lake for, we drove there from Sunny Beach and it didn't take long, we only paid 146 for a premium car for our 10 day stay picking it up at the airport, which means you could hire one in SB for less than £30 per day, if a hire car is not a no option for you I would negotiate with the taxi driver and get a price from SB before paying £43 to a tour operator
