On our visit it was all adults. If an adult could hold your child’s hand or carry your child it should be ok. Might be best to call the Castle for their opinion.

Not to my knowledge. When you get off the boat you have to go up 72 steps. Then you walk along the tour. Some areas are rocky and uneven. You may be able to call and ask them how they accommodate a handicap person. Maybe there is something I didn't see or notice because we did not have anyone in our group that needed assistance.
